The San Ramon City Council is pairing long-term public safety modernization with new affordable workforce housing investments across the Bishop Ranch and Dougherty Valley corridors. In actions published through the City of San Ramon legislative portal for October 2026, council members unanimously authorized a 10-year, $4.1 million technology contract with Axon Enterprise alongside a key municipal financing resolution supporting the Bella Village affordable housing development.

Under the 10-year public safety agreement, the San Ramon Police Department will replace aging field hardware with next-generation Axon body-worn cameras, automated patrol fleet video synchronization, cloud-based digital evidence management, and updated Taser 10 less-lethal de-escalation devices. Police Chief Denton Carlson and municipal finance analysts noted to the City Council that bundling hardware replacements, cloud storage for Contra Costa County District Attorney discovery compliance, and officer training under a single multi-year contract locks in predictable annual operating costs through 2036.

During the same legislative session at San Ramon City Hall on Bollinger Canyon Road, council members approved a conduit bond financing resolution after holding a Tax Equity and Fiscal Responsibility Act (TEFRA) public hearing for the Bella Village affordable multifamily housing project. The resolution enables project sponsors to access tax-exempt private activity bonds without obligating the City of San Ramon's general fund, accelerating construction of below-market-rate apartments designed helps San Ramon meet its state-mandated sixth-cycle Regional Housing Needs Allocation (RHNA) targets.

City housing and planning staff confirmed that the Bella Village financing structure preserves long-term affordability covenants for low- and moderate-income Tri-Valley households while keeping municipal capital reserves intact for neighborhood park and street maintenance. San Ramon residents can review complete staff fiscal analyses, contract schedules, and upcoming Planning Commission housing implementation hearings online at sanramon.ca.gov or at the City Clerk's office at 7000 Bollinger Canyon Road.
