The San Ramon City Council voted on Tuesday to authorize an innovative joint transportation agreement with Bishop Ranch developers, greenlighting an expanded zero-emission autonomous shuttle network designed to link residential neighborhoods directly to City Center and regional transit lines.

The municipal transit project utilizes electric low-speed passenger circulators operating along dedicated right-of-way lanes on Bollinger Canyon Road and Sunset Drive. Transportation planners designed the circulator loop to provide seamless first-and-last-mile connectivity between the central business campus, multi-family housing developments, and the Iron Horse Regional Trail pedestrian overcrossing in San Ramon.

The pilot expansion is financed through a $1.2 million clean air grant from the Bay Area Air Quality Management District alongside private operational funding from Sunset Development Company. San Ramon Transportation Department Director Steven Patel presented traffic flow modeling showing that reliable on-demand shuttles will eliminate an estimated 1,400 daily short-distance automobile trips during morning and evening commute windows.

Local business owners and regional environmental advocates praised the electric circulator plan during public comment, emphasizing that reducing localized vehicle trips improves air quality while easing parking congestion around the central plaza. The electric shuttles feature onboard accessibility ramps, low-floor boarding for wheelchairs and strollers, and real-time GPS tracking integrated into municipal trip-planning mobile apps for local transit riders.

Passenger trial operations will commence on Monday, November 16, offering complimentary rides between 7:00 AM and 7:00 PM every ten minutes across eight designated stations. San Ramon transit ambassadors will be stationed at City Center on Bollinger Canyon Road to assist commuters, register transit feedback, and demonstrate digital schedule tools. The City Council plans to review operational performance and ridership analytics during its regular quarterly meeting in March 2027 before deciding on permanent network expansion.
